GAINAX has announced a new anime movie titled "Aoki Uru" at Tokyo International Anime Fair 2013. The title was originally announced as a sequel to Ouritsu Uchuugun: Honneamise no Tsubasa in 1992. However, the project had been frustratingly stalled due to a shortage of funds.
Jesus Christ it was in production for 20 years due to lack of funds? That must've been frustrating. Meh, it's about space and stories about space is always cool, I'll check it out.
Last time we heard rumor about this was back in early 2011 and nothing came out of it. Let's see how it goes this time....

I wonder where was the announcement of this change? Or we are seeing yet another case of changes made that impacted users but not communicated to them?

As much as I have a bunch of information to share about anime announced recently I cannot share it in news board, and the anime series is too disorganized and chaotic to share information except with people already interested in the particular series.
This is the Honneamise sequel project they wanted to make after Nadia: the Secret of Blue Water in 1991.
Problem was they couldn't secure funding, and basically spent the next 3 years in limbo...
Until Hideaki Anno came up with the idea for Evangelion.
Needless to say, the funk the writers were in for three years beforehand (Anno had severe depression) at not being able to get Aoki Uru off the ground really influenced the tone of Evangelion.
